
New Delhi : The Central Board of Indirect Taxes and Customs (CBIC) has issued fresh instructions directing all field formations to immediately stop collecting anti-dumping duty on titanium dioxide imported from or exported to China, following a Calcutta High Court order that quashed the levy.
In an instruction dated December 5, 2025, the CBIC referred to the High Court’s September 22 verdict in India Paint Association vs Union of India & Ors (WPO 148/2025), which struck down Notification No. 12/2025-Customs (ADD) dated May 10, 2025. The notification had imposed anti-dumping duty on titanium dioxide originating from China.
“The Hon’ble High Court has quashed the notification… levying anti-dumping duty on imports of titanium dioxide originating in or exported from China PR,” the CBIC circular noted.
Acting on the ruling, the Board has now instructed all Principal Chief Commissioners, Chief Commissioners, and Customs formations across the country to halt the collection of the duty with immediate effect.
“In view of the above, field formations are directed to stop collecting anti-dumping duty… with immediate effect,” the instruction signed by Amreeta Mitra, Director (TRU-I), stated.
The decision brings temporary relief to industries dependent on titanium dioxide—a key raw material for paints, plastics, inks and cosmetics—many of which had challenged the levy citing rising input costs and alleged procedural lapses in the investigation.
