Haryana Government announces MSE facilitation Council In Every District

Currently, there is only one facilitation council located in Panchkula, which is responsible for addressing grievances of MSMEs throughout the entire state, as stated by an anonymous spokesperson from the Directorate of MSMEs, Haryana. The MSE facilitation centers serve as arbitrators, handling cases filed by MSEs against their buyers for issues related to delayed payments.

These centers facilitate the payment of outstanding dues by the buyer, along with any accrued interest. According to the new provisions, the district facilitation councils will now have the authority to settle cases where the dues owed to MSEs amount to less than Rs 20 lakh.

For cases exceeding Rs 20 lakh, the respective enterprise will need to report the issue to the State Facilitation Council headquartered in Panchkula. The District Facilitation Council will comprise five members, with the Additional Deputy Commissioner leading the team. Other members will include a representative from the legal department, an individual with accounting knowledge, a finance expert, and a representative from the District MSE association, the spokesperson further explained.

In accordance with the amended Haryana Micro and Small Enterprises Facilitation Council Rules, the establishment of facilitation centers in every district of Haryana is now permitted. Haryana is home to 5.9 lakh registered MSMEs on the Udyam Platform, with 5.6 lakh classified as micro-enterprises, around 27,000 as small enterprises, and approximately 2,500 as medium enterprises. The MSE District Facilitation Councils will exclusively cater to formal MSEs registered on the Udyam platform.
