Do you know what makes a city more liveable? Of course, its technology. Delhi and Mumbai, two of India’s largest cities, are ranked 141st in the world by Index 2025 for liveability. This ranking is based on metrics related to infrastructure, education, healthcare, culture and environment, and stability.
It has been announced by The Ministry of Housing Urban Affairs (MoHUA)- National Liveability Index Covering 116 Indian Cities including the 99 smart cities, state capitals, and cities with over one million residents.
A wide range of criteria, including governance, social infrastructure, health, safety, education, housing, water, waste, pollution, open space, and citizen satisfaction, will be used to compare cities.
Moreover, in Nagpur, an ADB supported Transit Oriented Development TOD pilot is underway. A strategy that combines walkable community planning, institutional capacity building. Additionally, policy reforms, and public transit routes to improve livability and land value capture close to transit hubs.
In Uttar Pradesh, SPA Delhi & Tata Trust partnership will train and deploy “urban managers” for smaller ULBs, enhancing local governance.

Delhi & Mumbai at 141st globally, marks India’s own national index will offer tailored rankings and insights for Indian cities. Additionally, the initiative relies on robust data, feedback of citizens and mapping to capture the real-time livability metrics.
Through groups like Janaagraha, the emphasis is on adopting city-systems changes, empowering ULBs, and educating urban administrators.
Furthermore, coordinated scale-up is ensured by combining state-level urban policies, Smart Cities & AMRUT projects, and transit-oriented development.
