New Delhi: India’s flagship civil services reform programme, Mission Karmayogi, gathered momentum in 2025 with the Capacity Building Commission (CBC) expanding its footprint across states, training a record number of officials and tightening quality standards for government training institutions, according to the commission’s year-end review.

During the year, CBC signed memoranda of understanding with 14 additional states and Union Territories, taking the total to 28, enabling aligned implementation of Mission Karmayogi at the state level. The commission conducted structured workshops in Madhya Pradesh, Jammu & Kashmir and Chhattisgarh to develop state-specific Capacity Building Plans (CBPs) using AI-enabled tools, with 15 more states scheduled to be covered by February 2026.
A major thrust in 2025 was behavioural training under the Rashtriya Karmayogi Large Scale Jan Seva Programme, aimed at instilling seva bhav among civil servants. More than 8.5 lakh government officials were trained during the year, supported by a nationwide network of master and lead trainers, marking one of the largest capacity-building exercises undertaken by the government.
On the institutional front, CBC upgraded the accreditation framework for civil service training institutes with the launch of National Standards for Civil Service Training Institutions (NSCSTI) 2.0. Under the revised framework, five institutes, including the Lal Bahadur Shastri National Academy of Administration, were accredited with 5-star ratings, while all eight re-accredited institutes improved their ratings by at least one star.
The commission also launched an Advanced Faculty Development Programme in collaboration with the Indian School of Business, Hyderabad, with a target to train 600 faculty members by 2027, strengthening pedagogical and leadership capabilities within training institutions.
Digital learning and knowledge-sharing remained a key pillar, with the Amrit Gyaan Kosh repository hosting around 70 governance case studies and engaging nearly six lakh learners on the iGOT Karmayogi platform. Additional initiatives during the year included leadership development programmes for CPSEs, capacity building of urban local bodies and a pilot Viksit Panchayat initiative across four states.
The year-end review underscores the government’s push to institutionalise continuous learning, competency-based training and technology-led reforms in civil services, positioning Mission Karmayogi as a central lever in building a more responsive and efficient administrative machinery.
