New Delhi: India and Russia concluded a broad set of agreements and MoUs spanning migration, healthcare, maritime cooperation, fertilisers, academic collaboration and media partnerships during the State Visit of the President of the Russian Federation to India, according to an official outcomes document released by the Prime Minister’s Office.
At the forefront were two significant pacts on migration and mobility—including an agreement on temporary labour activity for citizens of both countries and another on combating irregular migration. These mark an expansion of the bilateral framework on regulated workforce movement. In healthcare, the countries signed agreements on cooperation in medical education, healthcare systems and scientific research, alongside a pact between India’s FSSAI and Russia’s consumer safety agency for collaboration on food safety standards.
A major plank of the outcomes related to maritime and polar waters cooperation, with MoUs on training specialists for ships operating in polar regions and enhanced collaboration between the two countries’ maritime authorities.
In the fertiliser sector, UralChem inked an MoU with India’s RCF, NFL and IPL to deepen supply chain cooperation—part of India’s efforts to secure long-term nutrient supplies.
Customs and postal services also saw progress with agreements on pre-arrival customs information exchange and expanded cooperation between India Post and Russian Post.
Academic institutions, including the Defence Institute of Advanced Technology and University of Mumbai, entered into research and educational collaborations with top Russian universities such as Tomsk State University and Moscow State University.
A large cluster of agreements focused on media cooperation, with Prasar Bharati signing MoUs with multiple Russian broadcasters—Gazprom-Media, National Media Group, Big Asia, TV-Novosti, and TV BRICS—expanding cross-border content exchange.

Among key announcements, Russia expressed its intent to join the International Big Cat Alliance, while both sides agreed on a Strategic Areas of Economic Cooperation Programme till 2030. India also extended 30-day e-tourist visas on a gratis basis to Russian nationals, along with free group visas on a reciprocal basis.
